ABSTRACT: In the implementation of regional government, Civil Service Police unitexpected can helpprovide legal certainty and expedite the development process in the region. High employee performance is oneof the competitive advantages of an organization. Important factors that influence employee performance arecommunication, discipline and organizational culture. To support research, the data provided from a list ofquestions or questionnaires. The sample of this research was 92 people. Data analysis in this research usedStructural Equation Modeling (SEM) with SmartPLS software. The research results showed that communicationhad a positive and insignificant effect on employee performance and organizational effectiveness, whilediscipline and organizational culture had a positive and significant effect on employee performance andorganizationaleffectiveness
