LA CONSTRUCTION PHILOSOPHIQUE DU CIVISME ET LA PERSPECTIVE DU CIVISME SUBSTANTIEL

Abstract: Half a century after proclaimed independence, many African State-nations hardly live by their ownchoice. They are then either weakened by the restriction of their fields of competence or annihilated in theirsovereignist claims. Beyond the paradigms of romantism and neo-contractualism, the statist perspective and thelegalist perspective, the positions of recrimination and victimization, substantial civism aims at the possibility ofa credible, deep and lasting alternative for the citizen prey to the unfortunate identity. The present reflectionattempts, so to speak, to articulate the hypothesis of a ‘‘trilème’’, a path to the rest already in progress: that ofthe substantial civism, through the politico-cultural way. How can this be envisaged?
