Abstract- The objective of this study is to analyze the problem that is related in planning, preparation and theimportance of learning and teaching the mother tongue and the second language so that it will be usecontinuously, strengthen, develop and preserve the identity of the mother tongue and the second language.Using the qualitative methodto analyze descriptively the data gathered according to Gay, et al ( 2006 ) to giveobjectivity and meaning of every problem. The results of the study concluded that it easier to teach the secondlanguage ( Filipino ) because its commonly used, teachers had enough experience in using and teaching thelanguage, had enough instructional materials to use, there’s enough support from the government and there’s aconstitution that orders to used it in teaching while in the mother tongue, the teachers are not that ready becausethey don’t have enough experience in teaching, lack of instructional materials and it is taught only in grades 1 to3 and it needs further study in preparing and starting to teach that needs more improvement and emphasisbecause it here we base the strength of learner’s learning in the mother tongue.
