THE IMPACTS OF POVERTY ALLEVIATION, COMMUNITY EMPOWERMENT, AND KTPS POLICY IN POHUWATO

ABSTRACT: Poverty alleviation had been a global and national popular concern. We expected to makeconcepts, ideas, and solutions to eliminate the social gap disparity. Pragmatic poverty allevation using a nationaland global approach ineffectively supported the social, politic, economic, and education development in thescope of local cultural diversity ecology. One of the strategies that might be applied was the approaches of theimplementation of local autonomy policy and community empowerment using the local wisdom approach. Theresearch applied the multivariate analysis using the PLS application and in-depth interviews. The researchfindings recommended an urgency to develop a poverty alleviation model by integrating the Grindle model intothe implementation of the policy of Kartu Prestasi Tuntas Sekolah (KPTS, School Report Card) using theMopohulinta (Mohulinta and Poohulinta) approach and community empowerment using the Huyula localwisdom approach.
